Tracking Engineering Time Is Not A "Science"

Tracking engineering time is full of misconceptions!
However, here is a mantra on "how to do it well".

If you are not tracking anything, start tracking time, if your teams are already using some proxy metric (like Storypoints), use it!
But never ever aim for 100% accuracy - that is wasted time for everyone and frustration for the teams - what you are looking for are "ratios" of time spent on XYZ.
